If you own or lease a commercial storefront on Blue Heron Boulevard or Broadway inside the Riviera Beach Community Redevelopment Agency (RBCRA) area, the useful question is not “does Riviera Beach have grants?” It is which program fits your project, what its RBCRA page says today, whether your address sits on the Core Gateway corridors, and who has to sign the packet.

This Palm Beach corridor map sits beside the Gazette’s Delray Beach CRA funding assistance map, the West Palm Beach CRA + DDA incentives map, and the Broward-side Hallandale Beach CRA FY2025–26 business incentives owner map. Different city, different office, different corridor rules. Treat Riviera Beach as its own ladder, not a Delray paint-up rewrite.

Canonical owner sources (checked Oct. 1, 2026):

  1. Signage Improvement Grant Program: Core Gateway Signage Grant page (program focus: Blue Heron Boulevard and Broadway)
  2. Core Gateway Signage Grant Application (PDF, dated 3-5-2024): controlling dollar caps, eligibility, checklist, and process
  3. Commercial Grant Programs: the page states PROGRAM IS TEMPORARILY CLOSED

Hard rule before anything else: do not budget the Commercial Grant Program’s Property Improvement or Beautification tracks as if they are open. As of Oct. 1, 2026, the Commercial Grant Programs page lists that stack as temporarily closed. The RBCRA homepage headline also points owners to a FY27 RBCRA Grants Interest Form for the Commercial Grant Programs, so ask staff what that form means for timing before you plan around that stack. The program covered here is the Core Gateway Signage Grant for eligible commercial properties on the named corridors. Its RBCRA page and application PDF are posted, and the page shows no closure notice as of Oct. 1, 2026, so confirm your frontage and current application status with RBCRA staff before you bid a contractor.

Who this map is for

You are…What to do first
Commercial property owner on Blue Heron Blvd or Broadway inside the RB CRAConfirm corridor + CRA frontage, then start with the Signage program only
Tenant on those corridors with a landlord who will co-signOwner must be on the application; get the owner authorization form notarized early
Multi-tenant plaza owner coordinating several storefront signsRead the multi-tenant dollar cap and plaza-owner checklist before you assemble bids
Owner hunting a broader façade / beautification / property-improvement CRA grantCommercial Grant Program is temporarily closed, so do not start that scope on phantom money
Residential, multi-family, apartment, or duplex ownerNot eligible for this commercial signage track

Wrong corridor, residential use, a tenant filing alone, outstanding City liens, or treating a closed commercial stack as open are the expensive “almost eligible” mistakes. Confirm the address against RBCRA’s boundary / eligible-frontage materials in the application packet and with staff at (561) 844-3408.

One corridor signage program, one closed commercial program

Riviera Beach’s CRA lists a focused Core Gateway Signage program for the major right-of-way corridors it defines as Blue Heron Boulevard and Broadway. The posted Signage Improvement Grant Program page and the 3-5-2024 application PDF describe the same job: award grant funds to improve commercial property signage under ranking criteria, eliminate blighted conditions, and incent exterior signage improvements on those gateways.

At the same time, the Commercial Grant Programs page, with Property Improvement Incentive and Beautification Incentive language for blighted commercial structures inside the CRA, carries an unambiguous banner: PROGRAM IS TEMPORARILY CLOSED. Owners who only need that broader improvement stack should watch the Commercial Grant Programs page for reopen notices rather than bidding work against a closed program.

That posted-versus-closed split is the main point of this map. The Signage program on the named corridors has a posted page and application PDF with no closure notice. The commercial grant stack is marked temporarily closed.

One clean call script: storefront address; Blue Heron or Broadway frontage; owner vs. tenant; whether the landlord will co-sign; commercial (not residential) use; whether any City liens sit on the property; rough scope (new sign, nonconforming sign removal, awning/canopy, lighting tied to signage); and whether you need multi-tenant plaza coordination or a single-tenant ask. The RBCRA’s FY2027 budget book shows a different office address (3501 Broadway, Suite C) than the website, so call ahead to confirm where to go.

Signage path: Core Gateway Signage Grant (Blue Heron + Broadway)

What it is: A CRA grant program that awards funds to improve commercial property signage under ranking criteria, focused on properties along the major right-of-way corridors defined as Blue Heron Boulevard and Broadway. The CRA’s stated design is to eliminate blighted conditions by incenting commercial property owners to improve exterior signage.

Published dollar figures (application PDF, dated 3-5-2024):

  • Eligible multi-tenant properties can be awarded up to $100,000 in grant funding
  • Individual tenants are eligible for up to $12,000

Those are the published caps. The grant agreement form in the same PDF leaves the reimbursement percentage and approved amount as blanks filled at award, so do not invent a fixed match percentage from marketing copy. Ask staff how scoring, available FY budget, and your bid documents translate into the agreement line for your project. The RBCRA’s 2025 annual report describes the Signage Grant as up to $12,000 for eligible businesses, covering 100% of approved signage costs with no match, lien, or promissory note required, so ask staff which terms apply to a new application. The RBCRA’s FY2027 budget book, which is labeled proposed, lists $200,000 for the Commercial Signage Grant Program plus $48,008 carried over, and the RBCRA fiscal year 2027 began Oct. 1, 2026.

Who must apply:

  • The property owner must be the applicant
  • If the property is leased, the Application and Agreement must be jointly executed by owner and tenant
  • Tenants: plan early for the property-owner authorization form (notarized acknowledgment in the PDF packet)

Commercial only: Residential properties are not eligible. That includes multi-family units, apartment buildings, and duplexes. The structure must not be scheduled or under consideration for demolition by any government agency, developer, or property owner.

Other hard requirements in the PDF:

  • Proposed signage must meet existing signage ordinances / Land Development Regulations and the Design Criteria in the application document
  • Where signage includes illumination, energy-efficient lighting shall be used
  • Removed materials should be recycled whenever possible
  • Applicants may not have outstanding City of Riviera Beach liens against the property; if a lien exists, the grant will not be awarded until the lien is fully satisfied
  • Application is not a guarantee of funding; funding is at the sole discretion of the RBCRA
  • Applications will be scored and ranked for final approval
  • Total available program funding is subject to change and annual budgeting
  • Only one application will be accepted per fiscal year
  • Exceptions may be considered case-by-case by the Executive Director

What the money can and cannot cover

Eligible expenses listed in the PDF include:

  • Signage
  • Signage design
  • Fabrication
  • Installation
  • Permit fees
  • Painting
  • Awnings / canopies
  • Exterior lighting and electrical work
  • Exterior wall repairs (for example stucco, brick, or wood repairs and replacement) necessary as part of sign installation
  • Demolition of nonconforming signage

Ineligible expenses include, but are not limited to:

  • Debris disposal
  • Grant recipient labor

Read that wall-repair line carefully: it is tied to work necessary for sign installation, not a back door into a full façade rebuild while the Commercial Grant Program is closed. If your real need is broader property improvement or beautification, that is the closed commercial stack, not a stretch of the signage checklist.

How ranking, one-app-per-FY, and payment actually work

Process (PDF):

  1. Obtain the application from the RBCRA
  2. RBCRA administers the program and funding; City building inspections plus RBCRA inspection for satisfactory completion
  3. Clear City liens before award
  4. Expect scoring / ranking; one application per fiscal year; funding subject to annual budget
  5. Executive Director may consider exceptions case by case

Recommended post-approval path in the PDF:

  • Site visit and “before” photos before work
  • Reporting / compliance as required in the grant agreement
  • Changes to approved work specs need RBCRA Director approval, and deviation can disqualify
  • Grant payments on a reimbursement basis at project completion (or, at the Director’s discretion, progress draws)
  • 25% retained for final payment after completion in all cases
  • Subject to the Grant Agreement, reimbursement within ninety (90) days after RBCRA receives the required documents: site-visit request, invoices / proof of payment for eligible reimbursable costs, draw request form if applicable, and Building Department inspection forms / completed final inspections
  • Final inspection and photos before final payment

Owners should bid and schedule as if cash arrives after compliant completion and paperwork, not as a pre-construction float unless staff explicitly authorizes a progress-draw path in the agreement.

Application checklist owners should assemble before the folder closes

The PDF’s checklist is strict: every listed item before processing; partial submissions will not be reviewed or accepted; documents should be properly labeled in a multi-part pronged folder.

From plaza owner and/or tenant (as applicable):

  • Completed application and checklist
  • W-9
  • Business tax identification
  • Occupational or business license(s)
  • Copy of lease with written evidence of building owner’s approval of the application
  • Written detailed description of the improvements
  • Documentation of locally owned business or franchise (if applicable)
  • Documentation of age of existing signage to be improved (if applicable)
  • Documentation of nonconforming or poor-condition signage to be removed (if applicable)
  • Documentation of Property Improvement Grant funding (if applicable)
  • Warranty deed
  • Palm Beach County Tax Collector record showing property taxes paid
  • List of participating tenants (plaza / multi-tenant context)

With the sign contractor:

  • Plans or sketches
  • Rendering of the sign imposed on the building to scale
  • Third-party cost estimates from a licensed contractor
  • Estimated timeline or project schedule

From the plaza owner (additional):

  • Copy of tenant lease agreements with design standards for signage

If you are a tenant, the property-owner authorization / notarization pages in the PDF are not optional paperwork. They are what lets the CRA treat the file as jointly executed.

Closed program: Commercial Grant Program (temporarily closed)

The Commercial Grant Programs page introduces Property Improvement Incentive and Beautification Incentive initiatives aimed at eliminating blighted structures within the CRA boundary and incenting commercial property owners to improve aesthetics and value. The same live page leads with: PROGRAM IS TEMPORARILY CLOSED.

That means:

  • Do not treat Property Improvement / Beautification language as an open FY path while the temporary closure remains on the page
  • Do not start a broad façade or beautification scope expecting that closed stack to reimburse you
  • Do confirm corridor eligibility and start with the Signage program only if your scope is genuinely signage / listed eligible signage-adjacent work on Blue Heron or Broadway
  • Recheck the Commercial Grant Programs URL before you tell partners, lenders, or tenants that “Riviera Beach CRA will cover the whole exterior”

When that page drops the temporary-closed notice and publishes current guidelines, treat it as a new program update, not as a silent continuation of this signage map.

Owner traps that kill awards or waste months

  1. Wrong program page. The Signage page shows no closure notice; the commercial grant is temporarily closed. Bookmark both and read the banner.
  2. Wrong corridor. Program focus is Blue Heron Boulevard and Broadway inside the CRA, not every commercial address in Riviera Beach. Confirm eligible frontage.
  3. Tenant without owner co-signature. Owner must be the applicant; leased sites need joint execution and the notarized owner authorization.
  4. Residential / multi-family assumption. Apartments, duplexes, and multi-family residential are out of this commercial track.
  5. Liens ignored. Outstanding City of Riviera Beach liens block award until fully satisfied.
  6. Second application fantasy. Only one application per fiscal year. Rank / score carefully. Do not burn the FY slot on an incomplete folder.
  7. Invented match math. Caps are $100,000 (multi-tenant) and $12,000 (individual tenants). Agreement percentage is award-specific; ask staff.
  8. Scope creep into closed commercial-grant work. Wall repairs eligible only as necessary for sign installation; debris disposal and recipient labor are ineligible.
  9. Work changes after approval without Director sign-off. Deviation from the approved plan can disqualify.
  10. Cash-flow surprise. Reimbursement model with 25% retainage until final; plan contractor payment timing accordingly.

Next steps (one path)

  1. Confirm corridor: Blue Heron Blvd or Broadway commercial frontage inside the RB CRA; call (561) 844-3408 if the map / packet is unclear.
  2. Start with the signage program only: confirm current application status with RBCRA staff, then download the posted Signage Improvement Grant Program materials and the 3-5-2024 application PDF; assemble the full checklist folder.
  3. Expect rank / score: one application per fiscal year; funding at RBCRA discretion and annual budget.
  4. Do not budget the closed commercial grant: recheck Commercial Grant Programs for reopen status separately.
