Oakland Park Incentives 2026: CRA, QCT, Sky Building

Oakland Park has three commercial incentive tracks: CRA reimbursement (PDF tiers of $20,000 and $35,000), a QCT exterior match up to $20,000 in the mapped tracts, and Sky Building payroll grants of $32,000 to $96,000 through Dec. 31, 2029.

If you own or lease commercial space in Oakland Park, the useful question is not whether the city “has grants.” It is which of three live pots you actually sit in (the Community Redevelopment Area (CRA) business incentive track, the Qualified Census Tract (QCT) exterior-match corridor, or the Sky Building job-creation pilot) and what the controlling PDF caps and match rules say, and how you apply before you spend.

This owner map is the Oakland Park companion to the Gazette’s Hallandale Beach CRA FY2025–26 business incentives owner map and the Delray Beach CRA funding-assistance map. Those maps cover Broward and Palm Beach peers with different offices, PDFs, and calendars. This one covers Oakland Park’s three-pot stack only. It is not a millage or budget-hearing checklist. Hard process rule before anything else: confirm your parcel or lease against CRA vs. QCT vs. Sky Building geography, download the guideline PDF for your track, open the Neighborly participant portal, and do not start renovation work or count payroll for reimbursement before the required board approval. Improvements or payroll expenses incurred before approval are not eligible under the CRA, QCT, and Sky Building guidelines.

Wrong geography, a property listed for sale, work started before board approval, a tenant filing without owner permission where required, or treating Sky Building live-work as eligible are the expensive almost-eligible mistakes. One-screen ladder: three pots, three geographies

CRA Business Incentive Program (inside CRA boundaries)

- Payroll-based quarterly grants for the first two years of operation (eight consecutive quarterly installments)
- Non-culinary: up to $32,000 (one retail space) / up to $80,000 (three or more spaces per Exhibit A)
- Culinary: up to $40,000 (one space) / up to $96,000 (three or more spaces)
- ≥1 new full-time equivalent (not the owner/principal) within 30 days of Business Tax Receipt; quarterly Form 941; lease with ≥3 years remaining at CRA Board approval
- Applications accepted as of Oct. 1, 2024; pilot sunsets Dec. 31, 2029 unless extended by the CRA Board
- Live-work units not eligible

Funding on all three tracks is contingent on availability and board/commission approval. An application is not an entitlement. The city’s FY2027 recommended budget message lists a $60,000 CRA Business Incentive Program line, and the city’s fiscal year 2027 begins Oct. 1, 2026, so ask staff what funding is available when you apply.

Confirm geography first, then download the right PDF

Start with the address on the lease or Warranty Deed. Ask staff which map controls:

  1. CRA boundaries: if you are inside the CRA, the CRA BIP PDF is your first stop for façade, permanent interior fixtures, and culinary/arts buildout reimbursement.
  2. QCT / BIP expansion: if you are on the west-side corridor described on the hub (along/south of Oakland Park Boulevard, west of I-95), or inside/adjacent to the QCT areas shown on the QCT PDF’s Exhibit A (including tract labeling and BIP expansion shading), the QCT exterior-match PDF controls.
  3. Sky Building lease: only tenants of the Sky Building commercial spaces (North/South retail spaces per Exhibit A) use the job-creation pilot. Live-work is out.

Some addresses may sit near CRA and QCT language at once. Do not assume you can stack every dollar on the same costs until staff tell you which program, and which costs, apply. The city hub points all three tracks to the same Neighborly portal; the guideline PDF and approval board still differ by track.

CRA BIP: exterior and interior reimbursement inside the CRA

What it is. The Oakland Park CRA Small Business Incentive Program (BIP) reimburses qualified capital expenses for commercial for-profit businesses inside CRA boundaries. The goal language is attraction, expansion, and retention, plus aesthetic improvement that meets or exceeds design guidelines, job creation, and private investment that helps commercial properties redevelop.

The live city hub summarizes the CRA track as reimbursement grants of up to $35,000 supporting exterior upgrades and interior renovations. For owner planning, treat the PDF tier table as the controlling award schedule, and treat the hub’s $35,000 line as the published culinary/arts ceiling (with Board discretion language for aligned non-culinary projects). Ask staff which tier your use sits in before you bid a scope sized to the wrong ceiling.

Eligible expense examples (PDF): brick or textured pavement; new entrances/exits; awnings; doors; removal of deteriorated materials; landscaping and irrigation; exterior repair, stucco, painting; window upgrades; parking/driveways/sidewalks; exterior lighting and related electrical; exterior signage; interior framing and drywall; interior fixed improvements. Interior help is limited to fixtures permanently attached to the space.

Ineligible examples (PDF): sweat equity; code-violation-driven work; general maintenance; payroll; non-fixed equipment/inventory/furnishings; design/architecture/engineering/permitting fees; real-property purchase; rent/lease/mortgage; HVAC repair/replacement; security-system repair/replacement; roof repair/replacement/modifications; Downtown bonus public-amenity costs; work inconsistent with CRA design guidelines.

Owner/tenant paperwork that actually matters: last three years of financials (or new-business substitutes); current Oakland Park business license for existing businesses; executive summary; lien-free / taxes-and-utilities-current confirmations; project narrative and financing sources; renderings/photos; detailed budget; licensed contractor contract plus a secondary licensed-contractor quote; Warranty Deed or lease with at least two years remaining plus notarized owner permission to make the improvements.

Process shape: preapplication meeting with CRA and Planning & Zoning before you submit; complete packet within 90 days of that preliminary review; staff completeness review (incomplete packets get limited follow-up attempts, then a six-month reapply wait on the PDF path); staff or third-party review; Grant Agreement executed before the item goes on the CRA Board agenda; reimbursement only when work is 100% complete; no reimbursement for work done before CRA Board approval. Properties listed for sale may not apply. If the property is sold, or leaseholders close or relocate, within 24 months of receiving grant funding, the PDF requires repayment of the full amount. One grant per business entity, address, and/or folio within a three-year period (with multi-tenant plaza exceptions that staff may consider).

Selection is first-come / first-serve with a point rubric (minimum four points). Benefits are contingent on funding availability and CRA Board approval.

QCT match: permanent exterior dollars on the west-side corridor

What it is. The city’s Qualified Census Tract Business Incentive Program extends BIP-style reimbursement to commercial for-profit properties in and adjacent to designated QCT areas outside (or beyond) CRA-only coverage. Hub language targets eligible commercial properties along or south of Oakland Park Boulevard, west of I-95. The controlling PDF attaches Exhibit A maps (including Qualified Census Tract areas and BIP expansion shading). Confirm your folio on staff maps before you print bids. The city’s FY2027 recommended budget message says the QCT program was expanded during FY2026 to include newly designated QCT 501 and future HUD-designated tracts, while the guideline PDF’s Exhibit A shows tracts 507.02 and 508, so ask staff whether your folio is covered.

Dollar shape (QCT guidelines PDF):

  • Maximum grant $20,000
  • Required 1-to-1 applicant match (example on PDF: $20k grant → $40k+ total investment)
  • Funds must be used for permanent exterior improvements only

Eligible exterior examples (PDF): pavement; entrances/exits; awnings; doors; deteriorated-material removal; landscaping/irrigation; stucco/painting; windows; parking/driveways/sidewalks; exterior lighting; exterior signage.

Ineligible (PDF): interior improvements; sweat equity; code-required work; general maintenance; payroll; non-fixed FF&E; design/permitting fees; real-property purchase; rent/mortgage; HVAC; security systems; roof work; work inconsistent with city design rules.

Process difference that owners miss: QCT applications advance to the City Commission (not the CRA Board). Grant funds are not disbursed for work done prior to City Commission approval. Reimbursement is when work is 100% completed. Same family of rules as CRA on for-sale listings, 24-month repayment if you sell/close/relocate, preapplication meeting (coordinated through Community and Economic Development), 90-day complete-packet window after preliminary review, two-year remaining lease + notarized owner permission for tenants, and one award per entity/address/folio within three years (plaza exceptions possible).

If you are already inside the CRA and thinking “QCT sounds simpler,” stop and ask staff which track, and which approval body, actually applies to your folio. Corridor marketing language and CRA boundaries are not the same map.

Sky Building job-creation pilot: payroll grants downtown through 2029

What it is. Under the development agreement for the Sky Building, the Oakland Park CRA allocated pilot funding to incentivize job creation and private investment in the building’s commercial spaces. Grants are paid quarterly based on incurred payroll expenses to help businesses through the critical first two years. Applications could start Oct. 1, 2024. The pilot sunsets Dec. 31, 2029, unless the CRA Board extends it.

Who is eligible (PDF):

  • Commercial for-profit business in the Sky Building
  • Live-work units are not eligible
  • Expanding businesses need a valid Oakland Park Business Tax Receipt (BTR), no pending city fees/fines, and no litigation with the city
  • New businesses may be approved conditioned on obtaining Certificate of Occupancy and submitting BTR within 365 days of Board approval
  • Must create at least one (1) new full-time equivalent position other than the owner, principal, or equivalent within 30 days of receiving the BTR
  • Multi-year lease with a minimum of three years remaining at the time of CRA Board approval
  • No more than one grant to the same business entity within a three-year period

Disbursement is the lesser of actual eligible payroll for the quarter and the scheduled quarterly amount. Example from the PDF: a non-culinary applicant with a $32,000 award and $4,500 in eligible payroll in quarter one receives $4,000, not $4,500.

Documentation owners should gather early: last three years of financials (or new-business projected financials, credit report, and principal resumes); signed/dated IRS W-9 (electronic signatures not accepted; name must match Sunbiz, application, and Oakland Park tax receipt); active Sunbiz registration; photo ID matching owner names; current BTR for existing businesses; executive summary and ownership chart; job-creation plan; proposed or executed multi-year lease (≥3 years remaining at Board approval).

Reporting after award: quarterly Form 941 (Taxpayer ID must match W-9 and Sunbiz); payroll journals proving Sky Building location payroll only; progress reports on jobs and retention; landlord estoppel that the tenant is in lease compliance; site visits as needed; final report after the 24-month period. Mid-stream close or relocate within 24 months of receiving funding triggers full repayment under the PDF.

Critical timing rule: payroll expenses paid prior to CRA Board approval are not eligible for reimbursement. Execute the Grant Agreement path staff require before you treat any quarter as reimbursable.

Selection uses a point rubric (minimum four points, and one of those points must be job creation). Creating more than five jobs is worth two points on that criterion. Staff recommendation still goes to the CRA Board; the CRA may award less than requested or deny uses that do not align with program goals.

Apply-before-you-spend checklist (owner order of operations)

  1. Confirm geography. CRA map vs. QCT/hub corridor vs. Sky Building lease. Get it in writing from staff if the folio is ambiguous.
  2. Download the controlling PDF from the Business Incentive Programs hub: CRA guidelines, QCT guidelines, or Sky Building pilot sheet.
  3. Book the preapplication / preliminary review where the PDF requires it (CRA + Planning & Zoning for CRA BIP; City / Community and Economic Development + Planning & Zoning for QCT).
  4. Open the Neighborly portal at portal.neighborlysoftware.com/oaklandparkfl/Participant and assemble financials, lease/deed, contractor quotes, photos/renderings, W-9/Sunbiz/BTR as your track demands.
  5. Do not start reimbursable renovation work before CRA Board (CRA BIP / Sky) or City Commission (QCT) approval.
  6. Do not count payroll quarters for Sky Building reimbursement before CRA Board approval.
  7. For Sky Building: hire the required ≥1 new FTE (not owner) within 30 days of BTR; keep ≥3 years on the lease at approval; calendar quarterly 941s through the eight-quarter runway; remember the Dec. 31, 2029 sunset.
  8. Watch the clawbacks: for-sale listings are out on CRA/QCT; sell/close/relocate within 24 months of funding can mean full repayment; one award per entity/address/folio within three years on the capital tracks.

What “success” looks like for an Oakland Park owner this cycle

Success is not downloading every PDF and hoping the largest number sticks. Success is matching one geography to one controlling sheet, clearing the preapplication or lease/job requirement that sheet sets, and keeping reimbursable spend and payroll after the vote that unlocks it.

For a CRA storefront, that often means a 1-to-1 matched exterior/interior project sized to the culinary $35,000 or non-culinary $20,000 PDF tier, with contractor quotes and a clean lien/tax file. For a west-side corridor façade outside the CRA pot, it means a $20,000 exterior-only match aimed at Commission approval. For a Sky Building operator activating downtown retail, it means a real hire beyond the owner, a lease with years left on it, and eight quarters of Form 941 discipline before the December 31, 2029 sunset.

The city published the ladder in public. The expensive part is starting the work, or the payroll clock, before the board that has to say yes.
