Monday, September 14, 2026, 5:01 p.m. is Fort Lauderdale’s second—and final—Truth in Millage public hearing on the FY2027 city millage, non-ad valorem assessments, Capital Improvement Plan, and operating budget. The special meeting is at the Fort Lauderdale Police Department, Community Room #1004, 1300 West Broward Boulevard, Fort Lauderdale, FL 33312. Fiscal year 2027 begins October 1, 2026.

Today is Friday, September 11. That leaves a short weekend window—not an after-the-fact recap. Online SpeakUp comments on this meeting close Saturday, September 12, 2026 at 5:01 p.m. EDT. In-person speaker cards are still available Monday evening in the FLPD lobby before public input. Owners who care about the flat city millage headline versus rising stormwater and fire assessments should use this weekend to read their TRIM notice, annotate the Legistar agenda, and decide whether to comment online before the SpeakUp cutoff or appear in the room.

What Monday is: final hearing, not a workshop

Florida’s TRIM calendar gives cities two noticed millage/budget hearings. Fort Lauderdale’s first budget hearing was Wednesday, September 9, 2026, 5:01 p.m. at the same FLPD Community Room. Monday’s CITY COMMISSION - SPECIAL MEETING is labeled Second Budget Hearing on Legistar’s calendar and carries agenda items titled Final millage, Final budget, and Final Sunrise Key NID millage/budget. Soft-flag: Spotlight FTL’s engagement widget still describes Hearing #2 with “tentatively adopt” language; the live Legistar agenda titles control—treat Monday as the final adoption track before Oct. 1.

Agenda status on MeetingDetail is Final. Published agenda and accessible agenda are live. Ten budget-track items (BGT-1 through BGT-10) sit on the docket, including stormwater, fire assessment, city millage/debt millage, city final budget/personnel, CIP, and several district-specific assessment lines. This package stays owner-impact: what the rates are, who they hit, and what to do this weekend—not political theater.

Flat millage, rising assessments: the owner math that matters

The city states it is the only Broward city to hold the same millage for twenty (20) years. Monday’s millage resolution title on Legistar matches that flat operating line and the lower debt line: File 26-0676 / BGT-9Resolution Adopting the Fiscal Year 2027 Final Millage Rate (*4.1193) and Debt Service Millage Rate (0.2216*).

Owner decode, not slogans: Flat millage is not a flat bill. Ad valorem tax for the city line is still:

> Taxable value ÷ 1,000 × millage rate = city ad valorem tax

One mill = $1 of tax per $1,000 of taxable value. Homestead parcels generally ride Save Our Homes caps on taxable-value growth; non-homestead residential, newly purchased, newly improved, and commercial parcels do not get the same shield. Your November Tax Collector bill also stacks school, county, and other district lines that are not decided in this chamber.

Voted debt millage falls from 0.2306 to 0.2216. The city’s TRIM explain page notes voted debt covers four voter-approved bonds (Series 2011A GO; 2015 GO Refunding; Public Safety Bond; Parks Bond). That dip is a packet fact owners can cite; it does not erase non-ad valorem increases.

Non-ad valorem is where many SF owners feel Monday first. Stormwater single-family moves $376 → $451 (+$75). Fire assessment moves $403 → $444 (+$41 per unit). On those two published SF / per-unit lines alone, the combined illustration is +$116/year—before any change in taxable value on the millage lines. Soft-flag: the city table publishes single-family stormwater and per-unit fire; do not invent commercial, multifamily, or ERU stormwater schedules from this story—read your TRIM and the Legistar exhibits for File 26-0824 (stormwater) and File 26-0674 (fire).

A TRIM notice is not a tax bill. The city formula on the explain page is the right mental model: Taxable Value × Tax Millage Rates + Non-Ad Valorem Assessments = Tax Bill. Payment comes later on the Tax Collector cycle (with early-payment discount windows as published by the collector—not invent deadlines here).

Owners should mark the BGT numbers that appear on their TRIM or district map before speaking. Mixing Lauderdale Isles, Beach BID, utility undergrounding, or Sunrise Key into a citywide millage comment wastes microphone time. Sunrise Key NID: only if you are in the district

The same Monday hearing adopts the Sunrise Key Neighborhood Improvement District final millage and budget. Agenda title for BGT-8 / 26-0675: final millage 1.0000 and final budget $230,072 (Commission District 2). The district’s city page (Sunrise Key NID) confirms authority to levy up to two mills annually for beautification/security purposes; Monday’s agenda title is the live final-track figure for FY2027. If Sunrise Key is not on your TRIM, skip this item. If it is, treat 1.0000 mills as an additional district ad valorem line stacked on top of the city 4.1193 / 0.2216 stack—not a substitute for city millage.

How to speak: SpeakUp Saturday cutoff vs Monday lobby cards

Online (clock is this weekend): SpeakUp — Second Budget Hearing states comments close for comment September 12, 2026 at 5:01 p.m. EDT. Comments become part of the official public record. If you do not want personal information in the record, do not complete those fields. Pick the specific BGT agenda item that matches your parcel (stormwater, fire, millage, Sunrise Key, Beach BID, etc.), not a generic vent.

In person Monday: SpeakUp’s public-appearances language is the practical script. Sign up in the Fort Lauderdale Police Department lobby; City Clerk staff assist. Speaker cards go to the Mayor. After recognition, approach the podium, identify the agenda item, state support / opposition / neutrality, then give a short, parcel-specific position. Representatives should also identify the client(s). Auxiliary aids/services: contact the City Clerk’s Office at 954-828-5002 at least two days before the meeting (that deadline is effectively Saturday for a Monday hearing—call Friday if you need ADA support).

What to say (owner checklist, not a speechwriter):

  1. Identify yourself as a homestead / non-homestead / commercial / landlord owner and the district or neighborhood if relevant.
  2. Cite the line: city millage 4.1193 flat; debt 0.2216; SF stormwater $451; fire $444—or your Sunrise Key / Beach BID / Isles line.
  3. Separate value disputes from rate adoption. Monday sets rates and adopts the final budget/assessments. The Broward County Property Appraiser sets values and exemptions as of January 1. “My assessment is too high” belongs on Appraiser / VAB tracks (web.bcpa.net exemptions; BCPA TRIM), not as a substitute for millage comment.
  4. Ask one concrete question or state one concrete ask tied to a BGT number. Leave politics and personal attacks out of the record.

Balancing Act and Financial Transparency: still useful this weekend

The Office of Management and Budget’s interactive Balancing Act tool lets neighbors explore a simulation of the proposed FY2027 general fund budget—adjust department funding, add/remove requests, and tweak revenue levers such as the property tax rate or Fire Assessment Fee—then Submit so ideas reach the budget team. The city also points owners to the Financial Transparency Portal (OpenGov drill-downs) beside Balancing Act.

Soft-flag: Balancing Act is an engagement / education channel, not a substitute for Monday’s noticed public hearing or for SpeakUp’s Saturday cutoff. If the simulation later flips to closed after final adoption, the Legistar record and adopted resolutions still control the rates on your bill.

Homestead vs landlord vs commercial: who feels what

Homestead owners: City millage flat at 4.1193 means the city ad valorem line moves mainly with your capped taxable value (SOH / CPI rules on the Appraiser side). The clearer weekend homework is the non-ad valorem block—stormwater and fire—plus any district line (Sunrise Key, Isles, undergrounding, Beach BID). Use exemptions tools on web.bcpa.net if you are eligible and not enrolled (Homestead, senior, veteran, disability, and related categories listed on the city’s TRIM explain page).

Non-homestead landlords and newly purchased parcels: No SOH shield. Flat millage can still produce a higher dollar city line when taxable value resets toward market. Pair TRIM taxable value with 4.1193 / 0.2216, then add assessments. Brief HOA boards and property managers with the +$75 SF stormwater and +$41 fire illustrations only where those schedules apply—and flag that commercial schedules may differ.

Commercial / beach / corridor operators: Watch BGT-6 Beach BID if you are in that district; BGT-5 undergrounding if assessed; BGT-2 CIP for project timing near your block; and fire/stormwater like everyone else. Large wastewater users watch BGT-1 ($3.80 / 1,000 gallons treated). This is a rates-and-assessments checklist, not a grants map—CRA incentive desks are a different track (Fort Lauderdale NPF CRA incentives map if you need that twin).

  1. Pull your TRIM and highlight city millage, debt millage, stormwater, fire, and any NID/BID/Isles/undergrounding lines.

  3. Saturday 5:01 p.m. EDT: SpeakUp online comment deadline—submit before cutoff if you will not attend Monday.
  4. Balancing Act: optional submit if the FY2027 simulation still accepts entries; hit Submit.
  5. Monday: arrive early enough for FLPD lobby speaker cards; bring a one-page note with your BGT item and three numbers max.

  7. After adoption: watch for final posted resolutions; the Tax Collector bill—not TRIM—is what you pay.
