Florida’s TRIM calendar gives cities two noticed millage/budget hearings. Oakland Park’s first (tentative) hearing was noticed for Wednesday, September 9, 2026, 6:30 p.m. on MeetingID=1176. That agenda’s motion language set September 23, 2026, at 6:30 p.m. at City Hall Commission Chambers, 1100 Park Lane East, as the date, time, and place for final millage and final budget adoption. The Budget Message calendar matches: final millage rates, final budget, fiscal policies, compensation plan, CIP, and final CRA budget on September 23.
The city’s public calendar for Sept. 23 (EID=7265) lists 6:30 p.m.–11:00 p.m. at City Hall Chambers @ SKY, with live web-stream on the city site, Comcast Channel 78, and AT&T Channel 99, and next-day archive language. Labels still matter after the first hearing. These are Budget Message recommended figures. They are not invented FY2027 finals. Finals are whatever the Commission adopts on the Sept. 23 final-hearing track (or any lawful continuation), as posted in resolutions/minutes. Soft-flag: Sept. 9 official minutes were not generated at research pull—do not invent a tentative adoption vote sheet from secondary coverage; re-check MeetingID=1176 minutes / Granicus archive before briefing a lender that “tentative 5.6799 is locked.”
Debt service split (recommended, Budget Message): Series 2020 GO debt service millage 0.3136 (down from FY2026 0.3311); Series 2022 GO debt service millage 0.1706 (down from FY2026 0.1799); combined 0.4842. Annual GO debt service for the two series is approximately $3.0 million. The Budget Message states the proposed operating millage of 5.6799 is the lowest in 18 years, a reduction of 0.0180 mills from FY2026’s 5.6979, and that accumulated reductions since FY2014’s peak of 6.3995 total 0.7196 mills (~11%), with claimed taxpayer savings of more than $22.3 million over the past decade—cite the PDF.
Rolled-back, in plain English: the millage that would generally raise the same ad valorem revenue as the prior year on the new taxable roll (subject to the statutory computation). Recommended operating 5.6799 sits 5.04% above rolled-back 5.4074 and, per the Message, generates about $1.7 million over rolled-back. That is a packet fact for boards and lenders—not a slogan.
Millage math owners use every September:
> Taxable value ÷ 1,000 × millage rate = tax for that authority
One mill = $1 of tax per $1,000 of taxable value. Your November bill still stacks school, county, and other district lines on top of the city lines decided in this chamber.
Homestead vs non-homestead: same decode, finals-week timing
The Budget Message property-tax narrative remains the controlling owner decode:
- City taxable tax base about $6.62 billion (record; up ~$0.4 billion / 6.49% over FY2026); Property Appraiser market value shown as over $9.7 billion. Gap = exemptions and Save Our Homes.
- Homestead exemption: common $50,000 reduction in taxable value for owner-occupied residential properties.
- Save Our Homes (SOH) cap: annual growth in taxable value for homesteaded properties capped at 3% or CPI, whichever is less. Message cites CPI 2.7% for this year, so homestead taxable growth is limited to 2.7%.
- Housing stock cited: about 15,808 single-family homes, townhomes, and condominiums; about 61% homesteaded.
- New construction and renovation added $69.2 million to the tax rolls this year; more than $540 million added since FY2022.
Owner impact, not politics: Homestead owners generally see taxable value growth capped near CPI; their city tax share still moves with the adopted millage and their own capped taxable value. Non-homestead residential, newly purchased, newly improved, and commercial parcels do not get the same SOH shield—assessed values can move closer to market, so a slightly lower millage can still produce a larger dollar line when taxable value resets or grows faster. Non-ad valorem special assessments are not millage. The Budget Message calendars a special City Commission meeting on September 14, 2026, to adopt final Fire, Stormwater, and Residential Solid Waste assessments. The Sept. 9 / Sept. 23 TRIM millage-and-budget hearings are a different clock.
