Deerfield Beach CRA Commercial Façade Grant: The Broward Money the May Map Missed

Deerfield Beach CRA still reimburses 50% of commercial façade upgrades up to $100,000 — first-come, staff-assisted, and left out of the May 17 Broward CRA overview. Confirm CRA parcel, download the city PDF, call before you spend.

On Hillsboro Boulevard and the Cove commercial blocks, the expensive mistake is not missing a headline. It is treating the Gazette’s May 17 Broward CRA overview as a closed catalog. That Broward CRA grants open-now map still helps owners find Lauderhill, Fort Lauderdale NPF, Pompano, Dania, Hollywood, Margate, Coral Springs, and county BMSD money. It does not carry Deerfield Beach. The city’s Community Redevelopment Agency still lists an active Commercial Façade Grant Program for commercially zoned property inside the CRA — 50 percent reimbursement, $100,000 maximum, first-come while the annual allocation lasts — and CRA staff will help owners finish the packet.

This package is the Deerfield-only twin that map never wrote. Light-link the incomplete Broward overview; do not rewrite it. Hallandale and Margate already have their own live owner tracks — Hallandale Beach CRA FY2025–26 business incentives and Margate MCRA PIP. Deerfield’s rules, PDF, and dollar math are local. Paste none of those caps onto a Deerfield folio.

Call the CRA before you treat “open now” as a guarantee that dollars remain in this fiscal year’s pool. A live program page is not a reserved check.

Who this money is for

The public CRA Programs page frames the Commercial Façade Program for any commercially zoned property in the CRA. The application PDF tightens the threshold: the project must be for commercially zoned or community-facility zoned property inside the Community Redevelopment Area, the packet must be complete, and the design must track the Community Redevelopment Plan’s adopted design criteria.

The recipient must be the property owner, evidenced by deed. Tenants who want curb-appeal work still need the owner on the application — this is not a tenant-only paint stipend. Owners who already used the Commercial Façade Program may not re-apply before a five-year period. Funding that dies only because the annual pool is empty may be resubmitted on the first day of the next fiscal year to reclaim place in line; that is not the same as a mid-year re-apply after an award.

Best-fit files look ordinary and physical: a commercial (or community-facility) parcel inside the Deerfield Beach CRA that needs visible exterior upgrades — paint and stucco, windows and doors, signage, roof work called out on the public page, landscaping, lighting, awnings, and related right-of-way–visible site amenities — and an owner who can float contractor costs until reimbursement clears. Wrong zoning, a parcel outside the CRA boundary, work started before CRA Board approval, or a file that assumes the CRA will float cash before receipts land are the usual near-misses.

What 50 percent up to $100,000 actually means

The city’s CRA Programs page states the program reimburses 50 percent of funds spent on upgrades, with a maximum of $100,000, on a first-come, first-served basis. Eligible upgrades named on that page include paint, windows and doors, signage, roofs, landscaping, and lighting. Before-and-after examples on the same page — Antilla Plaza, 1300 E. Hillsboro, Flannigan’s / Whale’s Rib — show the aesthetic the CRA is buying: corridor-facing commercial presence, not interior buildout theater.

The application PDF is the controlling owner packet. It restates the one-to-one public-to-private match and the $100,000 ceiling, then adds sizing language the web blurb does not: most projects qualify for less than the maximum based on building size, and every eligible project can receive at least $12,500 regardless of building size. Maximum funding amount is calculated from lineal feet of building frontage:

  • 1st floor: $200 per lineal foot of building frontage
  • Top floor: $150 per lineal foot (if improvement is required)
  • Additional floors: $50 per lineal foot (if being improved)

That formula is how staff size the ask against frontage — not a promise that every storefront pencils to six figures. Confirm measured frontage, which floors count, and how the $12,500 floor, the lineal-foot max, the 50 percent match, and the $100,000 outer cap stack for your bids before you treat a contractor quote as half covered.

The PDF’s eligible-expense list is broader than the web sentence and still right-of-way disciplined. It covers exterior improvements that protect structural integrity when visible from the public right-of-way (not unimproved rights-of-way or alleys); exterior lighting; landscape improvements; awnings; signage; painting, stucco, and siding; and site amenities such as dumpster enclosures or concrete paver features when those improvements are visible from the public right-of-way. Alley-only or rear work that never faces an improved public right-of-way is the expensive almost-eligible trap.

All private funds must be invested and related work completed before CRA funds release. The owner carries any debt incurred. CRA dollars come as a Deferred Payment Note filed as a lien on the property title to protect funded improvements for five years. Repayment is required if ownership transfers, or if funded improvements are removed or left unmaintained, before that five-year mark. Otherwise the lien releases after five years. Plan refinance, sale, and remodel calendars around that note — not around a free grant fantasy.

Confirm the parcel, download the PDF, then talk to staff

The owner sequence is short on purpose.

1. Confirm the parcel sits inside the Deerfield Beach CRA and carries commercial or community-facility zoning that the program will accept. Geography is the first filter. One block can change everything. Do not bid a façade scope on a neighbor’s success story until your folio clears the boundary and zoning test with CRA staff.

2. Download the live application from the CRA Programs page. The linked packet is DocumentCenter/View/6503 — Commercial Façade Funding Program eligibility, application, and checklist in one PDF. Incomplete applications are not considered. The packet must be signed and dated.

3. Work with CRA staff before you spend. The public page says staff will help business owners complete the application. The PDF is harder: no improvements may begin prior to Community Redevelopment Agency Board approval. Improvements started before Board approval will not be reimbursed. Proper City of Deerfield Beach building permits are still required after approval, before work proceeds under the reimbursement path.

Assemble the attachments the checklist actually names before you mail or hand-deliver the file: copy of deed / proof of ownership; estimates, quotes, or bids from a licensed architect, engineer, or contractor (sweat equity hours are not credited); a complete written description of planned rehabilitation work; detailed concept drawings from a registered architect, landscape architect, or engineer with measured, labeled elevations that show building height and lineal feet of building frontage; evidence of available private funds (for example a bank letter) because this is reimbursement after paid-in-full receipts; proof of insurance (Accord form); and an anticipated improvement timeframe. Additional site documentation — exterior elevations, color samples, landscape plans when applicable, color photographs of the subject site and adjacent buildings — belongs in the same envelope. Signage scopes add dimensions, lettering, materials, mounting, color samples, lighting details, wall-sign elevations, freestanding-sign survey and landscape drawings when needed, and photos of signs on abutting and subject properties.

Submit the completed packet to the CRA at the address on the application: Kris Mory, Community Redevelopment Agency, City of Deerfield Beach, 1601 E Hillsboro Blvd, Deerfield Beach, FL 33441. Staff review for consistency with the CRA Plan and program criteria; a CRA design committee reviews completed applications; award is subject to CRA Board approval. Funding is reserved first-come, first-served subject to eligibility and the annual budget allocation. Even a complete, criteria-meeting file can miss dollars if the year’s pool is gone — the application’s own signature block says so in plain language.

Reimbursement is one check, after everything is done

If the Board approves the award, the owner may then begin work under required city permits. When improvements are fully complete, deliver — together, not in dribs — copies of all receipts for the improvements listed on the initial application; itemized proof that contractors and suppliers were paid in full with the applicant named as payor on each receipt; contractor lien release; applicable city building permits and completed inspection reports; and a color photo essay of the finished project. Additional improvements not on the approved application will not be reimbursed. Receipts that omit the applicant as payor will not be reimbursed for those costs.

Only one reimbursement check is processed per applicant. There are no partial reimbursements. Reimbursement processes after the Deferred Payment Note is signed and recorded; document-stamp fees from recording come out of the reimbursement total. Everything submitted becomes public record on file with the Deerfield Beach CRA.

That is why the “next” line for owners is not “buy paint Monday.” It is confirm CRA parcel and zoning → download the application → sit with staff on scope and frontage math → wait for Board approval and permits → finish and pay the private match → submit the full reimbursement stack once. Deerfield’s corridor money was never missing from the city’s CRA page. It was missing from the May Broward map owners still share. Close that gap with the local PDF — not with another city’s cap sheet.
